As a vital member of the Washman leadership team, the Human Resources Manager directs and performs all Human Resources (HR) department functions. The scope includes hiring and interviewing staff, administering pay, benefits, leave, and setting and enforcing company policies and practices for 18 locations with over 300 employees in OR and WA.

The HRM oversees the recruitment of company hires, the department’s daily workflow, the discipline and termination of employees per company policy. Reporting to the CFO and supporting the executive team, the HRM has two direct reports: one Recruiter and one Receptionist/Accounting Specialist and works to set and execute company HR strategy.


  • Partners with the leadership team to understand and execute the organization’s human resource and talent strategy, particularly as it relates to current and future talent needs, recruiting, retention, and succession planning.
  • Provides support and guidance to management, company recruiter, and other staff when complex, specialized, and sensitive questions and issues arise; will be required to administer and execute routine tasks in delicate circumstances such as providing reasonable accommodations, investigating allegations of wrongdoing, and terminations.
  • Oversees the talent acquisition process, including recruitment, interviewing, and hiring qualified job applicants, particularly for managerial, exempt, and professional roles; collaborates with departmental managers to understand the skills and competencies required for openings.
  • Analyzes trends in compensation and benefits; researches and proposes competitive base and incentive pay programs to ensure the organization attracts and retains top talent.
  • Perform company-wide annual performance evaluations.
  • Creates learning and development programs and initiatives that provide internal development opportunities for employees.
  • Performs employee disciplinary meetings, terminations, and investigations.
  • Performs routine tasks required to administer and execute human resource programs including but not limited to compensation, benefits, and leave; disciplinary matters; disputes and investigations; performance and talent management; productivity, recognition, and morale; occupational health and safety; and training and development.
  • Maintains compliance with federal, state, and local employment laws and regulations and recommended best practices; reviews policies and procedures to maintain compliance.
  • Maintains knowledge of trends, best practices, regulatory changes, and new technologies in human resources, talent management, and employment law.
  • Maintains knowledge of OSHA safety policies and practices; reviews policies and procedures to maintain compliance.
  • Backup to Payroll.

 Necessary Qualifications, Experience, & Qualities

  • Excellent verbal and written communication skills.
  • Excellent interpersonal, negotiation, and conflict resolution skills. Confident and able to drive decisions and consensus.
  • Excellent organizational skills and attention to detail.
  • Strong analytical and problem-solving skills.
  • Proactive and independent with the ability to take the initiative and act with a high degree of autonomy.
  • Excellent time management skills with a proven ability to meet deadlines.
  • Ability to prioritize tasks and delegate them when appropriate.
  • Ability to act with integrity, professionalism, and confidentiality.
  • Thorough knowledge of multistate employment-related laws and regulations.
  • Proficient with MS Office and Excel (ability to perform VLOOKUPs, if statements, complex formulas).
  • Proficiency with HRIS and talent management systems. (Paylocity currently used)
  • Thorough understanding of EEO, ADA, WC, Leave Administration, and Safety.
  • Ability to act with integrity, professionalism, and confidentiality.
  • Bachelor’s degree in Human Resources or related field.
  • A minimum of five years of progressive human resources.
    • Broad experience spanning employee relations, compliance, benefits, compensation, systems, talent management, development, reporting needed.
  • SHRM or HRCI certification strongly desired.
  • Valid Driver’s license/ability to travel to and from various Washman locations (Salem, Portland metro, Longview).
